Hoffman to succeed Paul Richman, who retires at year-end after 11 years with IRI

WASHINGTON, D.C. – The Insured Retirement Institute (IRI) today announced the appointment of Jill Hoffman as Chief Government and Political Affairs Officer, bringing one of the financial services industry’s most seasoned advocates to lead IRI’s federal legislative and political efforts.

Hoffman will succeed Paul Richman, who announced earlier this year that he will retire effective December 31 after more than 11 years with the association.

Hoffman joined IRI on October 5 and will work with Richman through the end of the year to ensure continuity across IRI’s federal legislative, political, and public policy priorities.

“We are excited to welcome Jill to IRI’s leadership team,” said Wayne Chopus, President and CEO, IRI. “She brings deep knowledge of our industry and issues, and a strong record of building bipartisan relationships and leading advocacy campaigns.”

Chopus noted that IRI’s succession planning for the role specifically included a transition period.

“We deliberately planned an overlap so Jill and Paul could work closely together on IRI’s advocacy priorities over the next three months,” he said. “That will ensure the continuity and excellence our members have come to expect in such a key role, and it allows Jill to build on the strong advocacy program Paul developed, which helped establish IRI as a respected and influential voice on retirement security in Washington.”

Hoffman brings more than 20 years of government affairs and public policy experience across the financial services, insurance, and retirement industries. Throughout her career, she has worked to preserve consumer choice and expand access to financial products and services that help individuals and families meet their financial goals.

Most recently, she served as an Open Finance Industry Affairs Lead at Plaid, where she managed relationships with trade associations and industry coalitions working to expand access to open finance and payments solutions. Before Plaid, she served as Vice President of Federal Government Affairs at Assurant and as a Partner at Capitol Counsel.

Earlier, Hoffman held senior government affairs positions at the Financial Services Roundtable (now the Bank Policy Institute) and the National Association of Insurance and Financial Advisors. Her career also includes experience at the American Council of Life Insurers, Aflac, and in the office of former U.S. Sen. John Breaux (D-La.).

During his IRI tenure, Richman helped transform and elevate the association’s advocacy presence on Capitol Hill, at the White House, and across federal agencies. He played a vital role in industry advocacy leading to the enactment of the SECURE Act of 2019 and the SECURE 2.0 Act of 2022, landmark bipartisan retirement security laws that expanded retirement savings opportunities and access to lifetime income.
